Today, I'm happy to present you the Debian package irssi-dev, which is
part of the net section, and maintained by David Pashley
<david at davidpashley.com>. 

This package contains : terminal based IRC client - development files.

Irssi is a terminal based IRC client for UNIX systems. It also supports
SILC and ICB protocols via plugins.
