[ddp] festival-dev : development kit for the Festival speech synthesis system

Hello,

Today, I'm happy to present you the Debian package festival-dev, which
is part of the libdevel section, and maintained by Matthias Urlichs
<smurf at debian.org>. 

This package contains : development kit for the Festival speech
synthesis system.

This package contains the static library and headers that can be used to
develop programs that use Festival.  Documentation is now contained in the
separate festival-doc package
