Today, I'm happy to present you the Debian package avr-libc, which is
part of the otherosfs section, and maintained by Hakan Ardo
<hakan at debian.org>. 

This package contains : Standard C library for Atmel AVR development.

Standard library used to the development of C programs for the
Atmel AVR micro controllers. This package contains static
libraries as well as the header files needed.
